Thumbiko Msiska is a public health and social development practitioner with over 20 years of experience working at community, district, national, and global levels. His expertise spans health systems, livelihoods, and social accountability. He brings to the Oversight Committee extensive experience in programme design, monitoring and evaluation, and community engagement, with a strong focus on ensuring that citizen voices inform policy and service delivery. His work has consistently centred on strengthening accountability between communities and institutions. Thumbiko is recognised for his role in pioneering the Community Score Card (CSC) approach at CARE International in Malawi, a participatory model that facilitates dialogue between service providers and communities to improve service delivery. He has also contributed to the development of digital tools that support social accountability, including the Community Score Card app and Citizen Datahub. Through his experience, he provides strategic guidance on participatory approaches, data-driven accountability, and community-informed programming to support GJU’s governance and impact.
